Over the course of eight months, the community of cultural stakeholders of Rivne, together with the experts of PPV Knowledge Networks, worked out a common vector for the development of the cultural sphere of our city for the next 10 years. It all happened thanks to the #EU4Culture program.

For the first time in Rivne, a sectoral city strategy in the field of culture was developed. Rivne became one of the three cities of Ukraine that received such an opportunity thanks to the #EU4Culture grant program with the financial support of the European Union.

What has been done and where are we going next?

First of all, the culture strategy of Rivne until the 2030s consists in defining visionary directions, strategic goals and objectives, important projects and indicators of achievement, which will contribute to ensuring optimally favorable and effective conditions for the spiritual, aesthetic, and social development of each person, in particular, and the Rivne community as a whole .

We united the cultural environment

Over the course of eight months, the community of cultural stakeholders of Rivne, which is about 70 local cultural creators, participated in writing the strategy. Artists, educators, representatives of state cultural institutions of the city and region, public organizations, creative industries and business, journalists who write about culture, youth initiatives - everyone who consciously supports culture in Rivne joined the joint modeling of the future. And one of the greatest values of the project is the people, the synergy of everyone moving forward together and developing their city, a community of cultural managers who want to interact with each other and the world, look for new points of contact and create wonderful cultural and artistic events.

We studied what we have
Together with experts from the Agency for Economic Development "PPV Knowledge Networks", we looked at what the cultural and artistic environment is like in Rivne, what resources we have, what are the pain points. Experts analyzed the current state and local policies, cultural programs of Rivne, conducted a comparative diagnosis and mapping of cultural resources of Rivne, SWOT analysis of the cultural sphere and creative industries of the city.

In addition, the project organized stakeholder trips to Ivano-Frankivsk and Lutsk, an online meeting with the city of Lublin - to share experiences, see live examples of cities that are changing their cultural environment, and get inspired.

New common vectors of development
Thanks to the active involvement of Rivne's stakeholders and the experts of the Economic Development Agency "PPV Knowledge Networks", a common vector for the development of the cultural sphere of our city for the next 10 years has been developed. Rivne has its own resource, which we managed to highlight and see what can be done with it in the future. The visionary and strategic directions for the development of culture in Rivne until 2030 were highlighted:

- The living multi-ethnic heritage of Polissia and Volhynia.
- Proactive cultural patriotism among residents.
- Round-the-clock cultural hooks for citizens and guests of the city.
- Three-dimensional rethinking of existing locations and the creation of a Multicultural United Hub (MUH).
- The dynamic capacity of the cultural environment in Rivne.

Behind each of these vectors are clear goals, strategic tasks, indicators, possible initiatives and projects.

The next steps in the development of a culture strategy for the city of Rivne will be the creation of working groups by direction and the development of ideas for concrete projects. The strategy is a development guide for the community of cultural managers and interested parties, provides a common direction of movement for grassroots initiatives and program directions of the authorities. Culture must stay alive!
The war made and will make its adjustments.

Part of the grant funds was transferred as humanitarian aid from #EU4Culture to the Rivne Zoo, which created a new open, maximally natural space "Fort of Raccoons" for displaced animals now living in Rivne.

For the implementation of Rivne's Culture Strategy until the 2030s in the conditions of war, it is important to support each other, look for new meanings, short-term planning of projects and flexibility in their implementation. However, we are moving forward, and we are holding our line on the cultural front. Culture will live!
